I went to Belize City on my Honeymoon and one of the highlights of the
entire cruise was the "Cave Tubing". Don't book through the cruise
line or you'll pay twice as much and not get to go for as long. When
you get off of the pier, just start asking the taxi drivers who is
going cave tubing. They usually can point you in the right direction.
I think we ended up paying $35 a person or something for the ride out
there, the tubing, and a tip for our guide. Through the cruise line
it was $80 a person or so.
But it is a great side trip if you can stand the bumpy roads...

We went to Belize last October and whiile we both enjoyed it, I would
not recommend going off on your own there. Belize City can be very
rough. We like to take tours, then just walk around the port and
seeing/hearing/smelling(someimes) what's going on. No way I would feel
safe doing this in Belize. Have fun, but be careful!
P.S. Hubby did cave tubing, I did Mayan ruins and river boat. We both
had fun.

My wife and I wandered through town, on our own, down to the cathedral
(for a nice private tour and history lesson from the vicar.)
Not the slightest evidence of danger. (But as in any US city, pay
attention to your surroundings.)
